In a recent meeting, the Chief Minister of Punjab, Bhagwant Singh Mann, and the Union Minister of Consumer Affairs, Food & Public Distribution, discussed the ongoing paddy procurement for the Kharif Marketing Season (KMS) 2024-25. The government has approved the procurement of 124 lakh tonnes of rice, equivalent to 185 lakh tonnes of paddy, ensuring smooth operations across the state.

Paddy Procurement Progressing Smoothly

The paddy procurement in Punjab, which began on October 1, 2024, is moving ahead without any issues. Last year, Punjab achieved its target of procuring 124.14 lakh metric tonnes of rice during KMS 2023-24. For the current season, the Government of India has approved a similar target of 124 lakh metric tonnes of rice. The state is working towards achieving this with full commitment.

As of October 13, 2024, out of the total 7 lakh tonnes of paddy arrivals, around 6 lakh tonnes have already been procured. This procurement will continue until November 30, 2024, across more than 2,200 mandis in the state.

Storage and Infrastructure Prepared for Procurement

Enough storage space is crucial for handling a large quantity of rice. To ensure smooth operations, the state plans to create 40 lakh tonnes of additional storage by December 2024. This will be done by clearing existing stocks of wheat and rice from covered godowns, allowing space for the incoming custom-milled rice (CMR).

Farmer-Friendly Initiatives in Place

To make the process easier for farmers, several initiatives have been introduced. Farmers can register online, and their land records are integrated with the procurement system. Payments for the Minimum Support Price (MSP) are transferred directly to farmer’s bank accounts within 48 hours of procurement, ensuring timely payments.

Issues Discussed in the Meeting

During the meeting, key issues were also discussed, including revising commission rates for paddy procurement, the Out Turn Ratio (OTR) of paddy to rice, and additional transportation charges faced by millers. These concerns are under review, and decisions are expected soon.

Additionally, IIT Kharagpur is conducting a study on the OTR and the driage of paddy to further improve the process. The WINGS portal, part of the warehousing network, has also been updated to provide better visibility and transparency for stakeholders.

This collaborative effort between the Punjab government and the central ministry ensures a seamless and efficient paddy procurement process for KMS 2024-25.
