The government is set to make a significant change in the second phase of the Pradhan Mantri Awas Yojana Gramin (PMAY-G). A new survey will be conducted to ensure that women are the primary owners of the houses provided under the scheme. This marks a shift from the previous phase, where both men and women could hold ownership of the houses. In this new phase, priority will be given to women’s 100% ownership, aiming to empower rural women by providing them with their own houses.

To implement this change, the Ministry of Rural Development will start a new survey called Awas Plus 2024. This survey will help identify the beneficiaries for the second phase of the scheme. The government will use modern technology like facial recognition to ensure transparency and prevent fraud. Notably, this survey will allow people to self-register, which means they can fill out their information themselves.
The Awas Plus app will be used for this purpose, making the process smoother and faster for rural families. A new list of beneficiaries will be created based on the results of this survey.
Under the PMAY-G scheme, there are two options for women's ownership: single ownership and joint ownership. While men were included as joint owners in the previous phase, the new focus is to make women the sole or joint owners of the house. As a result, 74% of the houses approved under the scheme have either been fully owned by women or jointly owned with their husbands. The goal of the second phase is to achieve 100% women’s ownership.

To help more villagers benefit from the scheme, the government has also relaxed certain eligibility criteria. In the past, families with a fridge, two-wheeler, or income above Rs 10,000 were excluded from the scheme. Now, families with a monthly income of up to Rs 15,000 and a fridge or two-wheeler are also eligible for housing benefits under PMAY-G. Additionally, some exclusion criteria, like owning a fishing boat or a motorized two-wheeler, have been removed, making the scheme more inclusive.
Not everyone will be eligible for PMAY-G. Families that have a Kisan Credit Card with a limit of Rs 50,000 or more, government employees, and those involved in non-agricultural enterprises are excluded from the scheme.
