The Union Cabinet, led by Prime Minister Narendra Modi, has approved a Rs 1,01,321.61 crore plan to revamp and streamline agricultural schemes in India. This decision aims to enhance sustainable farming practices and improve food security across the country. Two key programs, the Pradhan Mantri Rashtriya Krishi Vikas Yojana (PM-RKVY) and the Krishonnati Yojana (KY), will now serve as umbrella schemes, consolidating several existing agricultural schemes.

What is the Plan?

The government’s plan involves merging various Centrally Sponsored Schemes (CSS) under the Ministry of Agriculture and Farmers Welfare into two broader programs:

  1. PM-RKVY - Focused on promoting sustainable agricultural practices.
  2. Krishonnati Yojana (KY) - Aims to strengthen food security and make agriculture self-sufficient.

These programs will help tackle the key challenges farmers face and encourage more flexible, state-driven strategies for agriculture. The goal is to make Indian agriculture more resilient and better equipped to handle emerging challenges like climate change.

Financial Allocation

The total budget for this new structure is Rs 1,01,321.61 crore. The central government will contribute Rs 69,088.98 crore, while state governments will pitch in Rs 32,232.63 crore. The funds are divided between the two programs:

  • Rs 57,074.72 crore for PM-RKVY.
  • Rs 44,246.89 crore for the Krishonnati Yojana.

Key Components of the Schemes

Both umbrella programs aim to improve various aspects of agriculture. PM-RKVY will focus on sustainable methods, and Krishonnati Yojana will handle food security efforts. Some important projects under these schemes include:

  • National Mission for Edible Oil – Oil Palm (NMEO-OP).
  • Digital Agriculture and Clean Plant Program.
  • National Mission for Edible Oil – Oil Seeds (NMEO-OS).
  • Mission Organic Value Chain Development for the North Eastern Region (MOVCDNER), with added flexibility for the northeastern states to address region-specific needs.

Flexibility for States

A key highlight of this decision is the flexibility it gives to state governments. States can now reallocate funds based on their unique agricultural needs. This means they can better prioritize important local issues like climate resilience, crop production, and value chain development for agricultural commodities. The state governments will also have the freedom to create a Strategic Document that aligns with national agricultural goals, promoting both local and national development.

Streamlining Processes

The rationalization of these schemes will eliminate overlapping programs and simplify the approval process. Instead of evaluating each scheme separately, the government will now approve a state’s Annual Action Plan (AAP) as a whole. This will speed up the process and make it more efficient.

Focus on Innovation and Sustainability

The restructured PM-RKVY includes schemes that promote innovative and eco-friendly farming practices, such as:

  • Soil Health Management.
  • Rainfed Area Development.
  • Agroforestry.
  • Paramparagat Krishi Vikas Yojana (PKVY) for organic farming.
  • Agricultural Mechanization, including Crop Residue Management.
  • Per Drop More Crop, a water-saving initiative.
  • Crop Diversification Programme.
  • Accelerator Fund for Agri Startups, to support new agricultural technologies.
