The Subhadra Yojana is a new initiative launched by the Government of Odisha, designed to empower women across the state. The scheme provides financial assistance of Rs. 50,000 over five years, along with support for digital literacy and improvements in health and education. More than 1 crore women are expected to benefit from this initiative, making it a significant step toward gender equality and women's empowerment.

On September 17, 2024, Prime Minister Narendra Modi officially launched the scheme on his 74th birthday, marking a historic moment for women’s welfare in Odisha. The Subhadra Yojana has already reached over 10 lakh women through direct fund transfers. This scheme is not just about financial aid; it aims to uplift women's overall well-being and help them take on leadership roles within their households and communities.

What is Subhadra Yojana?

Subhadra Yojana is a financial aid program aimed at women aged 21 to 60 years. Under this scheme, eligible women receive Rs. 50,000 over five years, starting from the financial year 2024-25 until 2028-29. The amount is paid annually in two installments of Rs. 5,000 each, directly credited to the beneficiary's Aadhaar-linked bank account through Direct Benefit Transfer (DBT). This ensures that the money reaches the intended recipients without any delays or corruption.

Objectives of Subhadra Yojana

The Subhadra Yojana aims to empower women in various aspects of their lives. The scheme focuses on providing financial assistance, raising awareness about women’s rights, promoting health and education, and encouraging entrepreneurship and digital literacy.

Key Objectives:

  1. Financial Support: Providing a financial safety net for women to improve their socio-economic standing.
  2. Income Support: Offering direct income support, recognizing the contributions of women to their families and society.
  3. Health and Education: Improving health, nutritional, and educational outcomes for women and their families.
  4. Financial Inclusion: Encouraging women to participate in banking and digital financial systems.
  5. Digital Literacy: Promoting digital literacy to reduce the dependency of transactions that are done using cash.
  6. Decision-Making Empowerment: Encouraging the womens to take active roles in decision-making at both the household as well as the community level.

Benefits of Subhadra Yojana

Subhadra Yojana offers several benefits designed to empower women in the long term:

  1. Subhadra Card: Each beneficiary will receive a "Subhadra Card," which functions as both an ATM card as well as a debit card. This card will allow the womens to access their funds alot easily and will also help in promoting financial independence.
  2. Financial Assistance: Eligible women will receive Rs. 50,000 over the time of five years, distributed in two annual installments of Rs. 5,000 each. One installment will be paid on Rakhi Purnima, and the second on International Women’s Day.
  3. Incentives for Digital Transactions: To encourage digital literacy, the government has also introduced a reward program. Women who make the highest number of digital transactions can earn an additional Rs. 500. A total of 100 women from each Gram Panchayat (GP) or Urban Local Body (ULB) will be rewarded.
  4. Direct Benefit Transfer (DBT): All payments under the scheme will be directly transferred to the Aadhaar-linked bank accounts of beneficiaries. This promotes transparency and also ensures that the funds reach the rightful recipients.

Eligibility Criteria for Subhadra Yojana

To benefit from the Subhadra Yojana, women must meet specific criteria:

  1. Residency: The applicant must be a resident of Odisha.
  2. Income: The woman should be covered under the National Food Security Act (NFSA) or the State Food Security Scheme (SFSS). Alternatively, her family income must be below Rs. 2.50 lakh per year.
  3. Age: Applicants must be between 21 and 60 years old, with the exact eligibility determined based on the Aadhaar card’s date of birth.

Women whose families already receive financial aid above Rs. 18,000 annually or who do not meet the age criteria will be considered ineligible.

How to Apply for Subhadra Yojana

Eligible women can apply for the Subhadra Yojana either online or offline:

  1. Online: Applicants can visit the official Subhadra Yojana portal to apply.
  2. Offline: Women can obtain printed forms from Anganwadi centers, block offices, or MO Seba Kendras.

The government will verify all applications, ensuring the authenticity of the beneficiaries through the Aadhaar card.

Promoting Financial Inclusion

A major goal of Subhadra Yojana is promoting financial inclusion. To receive benefits, women must have a single-holder, Aadhaar-linked bank account. If a woman does not already have an account, the government will assist her in opening one and ensuring it is DBT-enabled. This will help women access their funds easily and reduce their dependence on informal financial systems.

Monitoring and Evaluation

The Subhadra Yojana will be monitored by a State Level Steering and Monitoring Committee (SLSMC). This committee will ensure that the scheme is implemented efficiently and addresses any challenges in its execution. The government will also track the scheme’s progress through a detailed monitoring and evaluation process, ensuring that its goals are met.
