The Indian government is running the Pradhan Mantri Awas Yojana (PMAY) to provide permanent housing to the homeless and low-income families. This scheme benefits those who do not own a pucca house and currently reside in slums or kutcha houses. Under this initiative, three lakh families in Bihar have received housing benefits. Chief Minister Nitish Kumar transferred Rs 1200 crore through Direct Benefit Transfer (DBT) to the beneficiaries.

Funds Transferred to Beneficiaries

During the event, the Chief Minister clicked a button, and the amount was credited to the beneficiaries accounts. Earlier, on October 7, Rs 420 crore was given to 1.05 lakh beneficiaries as the first installment. Nitish Kumar congratulated the recipients and instructed officials to ensure a smooth process so that people can avail the scheme benefits without any inconvenience.

Second and Third Installments

In the next 100 days, beneficiaries will receive another Rs 80,000 in two installments for housing construction. Additionally, under MNREGA, they will receive Rs 22,050 as wages for 90 days, and Rs 12,000 for toilet construction under the Lohia Swachh Bihar Campaign. Each family will get a total of Rs 1,54,050. The government will transfer Rs 4621.50 crore to the beneficiaries through DBT in the next 100 days.

Government Contribution to Housing Scheme

Under PMAY-Gramin (PMAY-G), each beneficiary receives Rs 1.20 lakh in three installments for house construction. The central government provides 60% of the funds, while the State Government covers 40%, amounting to Rs 48,000 per beneficiary. Bihar has been allotted 7,90,648 housing targets for 2024-25 under this scheme.

Eligibility Criteria for PMAY-G

Beneficiaries must meet the following conditions:

  • Households with one or two kutcha rooms.

  • Families living in kutcha houses or slums.

  • Households with more than two pucca rooms are ineligible.

  • Families owning three-wheelers, four-wheelers(Tractors), agricultural equipment, or KCC loans of Rs 3.5 lakh and above.

  • Government employees, taxpayers, or families with non-agricultural businesses are not eligible.

  • Families with irrigated land above 2.5 acres or non-irrigated land over 5 acres are excluded.

How to Apply for PMAY-G

Eligible applicants must:

  • Be above 18 years old and a BPL cardholder.

  • Have an annual family income below Rs 2.5 lakh.

  • Not owning a permanent house.

Applications can be submitted online via e-Mitra centers, customer service centers, or offline at Gram Panchayat offices.

Changes in Pradhan Mantri Awas Yojana 2.0

To ensure transparency, the PMAY 2.0 rules have been revised:

  • Only one member per family can avail of the scheme. If parents have benefited, their son cannot apply.

  • Earlier, parents and their sons could apply separately, leading to multiple allocations in a single family. The revised rule ensures only one house per family.

  • Affidavit Requirement: If parents have not availed the scheme, applicants must submit an affidavit confirming the same.

  • Legal Action for False Claims: If a person illegally avails benefits, the government may take legal action and recover funds.

  • Husband and Wife as Joint Owners: Subsidy or assistance amount will be issued jointly in the name of husband and wife.

Enhanced Verification Process

With stricter eligibility checks, the verification process now includes:

  • Aadhaar verification to confirm if the family has already benefited.

  • Physical verification of housing conditions.

  • AI-based verification: Government officials will capture real-time housing images, and AI will analyze them to determine eligibility. If a pucca house is detected, the application will be rejected.

Impact of the New Rules

The changes aim to eliminate multiple claims within the same family and ensure only genuine beneficiaries receive housing. With stricter verification and AI technology, fraudulent claims can be prevented, ensuring government funds reach the truly needy.

The revised PMAY 2.0 rules will improve transparency and help the government achieve its goal of providing housing for every poor and deserving family in India.
