However, some farmers use tractors for commercial purposes, unaware of the strict rules set by the Regional Transport Office (RTO). This practice can lead to heavy penalties, with fines reaching up to Rs 1 lakh. Farmers must understand these regulations to avoid severe consequences.

What Constitutes Commercial Use of a Tractor?

Commercial use of a tractor means employing it for purposes beyond farming, such as transporting bricks from a kiln or carrying passengers. These activities fall under the commercial category. However, transporting crops to the market is considered an agricultural activity and is exempt from commercial classification.

RTO Rules for Commercial Use of Tractors

Farmers using their tractors for commercial activities must comply with specific RTO regulations. Failing to do so can result in significant fines or even confiscation of the tractor. 

Key rules include:

  • Overloading Penalties: Using a tractor-trolley for commercial transport without proper permits or if overloaded can result in fines.
  • Passenger Transport Fines: If a farmer uses a tractor to carry passengers, a fine of Rs 2200 per passenger can be imposed.
  • Structural Alterations: Altering the tractor’s basic structure can attract fines of up to Rs 1 lakh.

How to Avoid Penalties?

Farmers wishing to use their tractors for commercial purposes must register both the tractor and trolley under commercial vehicle categories. This step ensures compliance with RTO regulations and avoids penalties.

Additionally, any driver operating a tractor must possess a valid Light Motor Vehicle Driving License, allowing them to drive vehicles up to 7500 kg. Ensuring that the driver has the appropriate license is crucial to avoiding fines.
